## Contents
This subsection opens President Clinton’s remarks with a direct address to the American people. It references a tragic accident six months prior at the Navy range on Vieques that resulted in the death of David Sanes and injuries to others. The President expresses personal sorrow on behalf of himself and First Lady Hillary Clinton, noting that the victims were remembered in their Thanksgiving prayers. The passage frames the incident as a catalyst for renewed attention on long-standing community concerns about military training, including safety, health, economic impact, and environmental degradation—issues compounded by decades of distrust between residents and the U.S. military.

- My fellow citizens: Six months ago, there was a tragic accident at the Navy range on
Vieques. Hillary and I were greatly saddened by the loss to the family of David Sanes (SAN-
ness), and the suffering of the others injured that day. We remembered them in our prayers
on Thanksgiving.
That terrible accident focused attention on the longstanding concerns of residents of the
island about training operations there. These concerns cover a wide range of issues – from
safety and health to the economy and the environment. They reflect a distrust that,
unfortunately, has been building for decades.
