VESSEL OF INTEREST REPORT Embassy Athens | October 2025 1. SUMMARY: Report on unscheduled port call by MV Caspian Star at Piraeus, Greece, and associated observations. 2. VESSEL DETAILS: MV Caspian Star, Comoros-flagged general cargo vessel (IMO 9284751), 4,200 DWT, registered owner Meridian Logistics LLC (Cyprus). The vessel arrived at Piraeus on October 20, 2025, approximately 36 hours ahead of its filed sailing plan, which indicated a direct transit from Mersin to Mombasa via the Suez Canal. 3. PORT CALL DETAILS: The vessel's declared reason for the Piraeus stop was "minor engine maintenance." However, Greek port authority inspection records indicate the vessel took on additional cargo during its 18-hour stay. Manifest amendments filed with port authorities described the additional cargo as "replacement parts for water treatment facilities" consigned to Global Horizon Foundation, Mombasa. The cargo was loaded from a bonded warehouse in Piraeus registered to Aegean Maritime Services, a company with no other recorded transactions in the past 12 months. 4. CREW OBSERVATIONS: Greek port police noted the crew complement appeared larger than typical for a vessel of this size and type. Standard complement for a 4,200 DWT cargo vessel is 12-15 persons; the MV Caspian Star listed 22 crew members. Port police conducted a routine document check and noted that six crew members held passports from Turkmenistan, three from Turkey, and the remainder from various CIS states. Two crew members identified as Dmitri Volkov and Sergei Karimov presented credentials as "marine engineers" but were observed supervising cargo loading operations with a degree of authority and tactical awareness inconsistent with their stated roles. 5. AIS DATA: Review of Automatic Identification System data for the MV Caspian Star reveals that the vessel has disabled its AIS transponder for periods of 6-12 hours on at least three occasions during previous voyages in the eastern Mediterranean over the past four months. These gaps occurred in international waters south of Cyprus and in the approaches to the Syrian coast near Latakia. 6. PREVIOUS PORT CALLS: In addition to regular Mersin-Mombasa runs, the vessel has made two unrecorded stops at the port of Tartus, Syria, in July and September 2025, identified through satellite imagery cross-referenced with AIS gap periods. 7. ASSESSMENT: The MV Caspian Star demonstrates multiple indicators consistent with involvement in sanctioned or illicit shipping activity: AIS manipulation, inflated crew complement with military-background personnel, undeclared port calls at Syrian regime-controlled ports, and cargo from a shell-like entity. The vessel's connection to both Meridian Logistics and Global Horizon Foundation, combined with its Syria port calls, suggests it may serve as a link in a logistics chain connecting commercial shipping in the eastern Mediterranean with operations in the Syrian conflict zone. Post recommends coordination with naval intelligence assets for enhanced monitoring.
