Possibly the wildest of them all is nickel, which has proven so volatile — up 70 to 100 per cent in a day — that the London Metal Exchange shut its nickel market altogether for a time and even cancelled thousands of trades after they had been agreed, to the delight of those spared ruination and the fury of speculators who missed out on juicy profits. With volatility like that, clearing houses and brokers have no choice but to demand extra financial padding, known as margin, from trading firms. It is little surprise that energy traders in particular are wincing, lobbying policymakers like central bankers for extra support to stop them going out of business, something that would have immediate and unpleasant effects on the already clunky flow of crucial commodities around the world. This is the part of the process causing the most alarm. “I’m afraid the cost of doing business will reflect the huge change in risk and volatility in these markets,” Bailey said. “It’s the job of clearing houses, for instance, to margin against risk. The cost of risk . . . passes down through the system. It gets passed on to the intermediaries and the end users. But we have to watch very closely to ensure that the step change in the cost and risk doesn’t cause a market failure. So far, it hasn’t happened. But we must be very alert to it. The bottom line of all that is we can’t take resilience in that part of the market for granted.” Bailey went on to suggest a snarl-up in commodity supplies could collide with a glitch in financial markets to create a problem that “multiplies” and pledged to keep a close eye on the situation. He is being cautious rather than alarmist here. Those pleas for help from energy traders to the BoE and the European Central Bank have, conspicuously, failed to produce assistance so far, suggesting central bankers are watching but not worried enough to throw cash at the problem.&nbsp; That is in keeping with the wider mood. Rating agency Fitch, for instance, wrote this week that European banks are stepping up to help commodity traders meet extra demands for cash, but it added that “risks have eased as prices have moderated and we do not expect the exposure to put material pressure on major banks’ asset quality or revenue”. Rostin Behnam, chair of the US’s main derivatives regulator, has also said he’s keeping an eye on this, but that “nothing has come to [us] or me personally that’s been overtly concerning”.&nbsp; Bailey’s comments form something of a contrast to that and mark the starkest warning from a senior policymaker on this issue to date. In a sense, that itself is reassuring — senior finance officials are taking the strains in commodity trading seriously. Its crisis is long‐lasting, unlike that of the rest of Portugal, which generally dates its urgent economic problems from the April 25, 1974, overthrow of the 48‐year‐old right‐wing dictatorship.</p><p>A Struggle for Survival</p><p>The town's exports of canned fish, which stood at 8,473,488 kilos in 1965, dropped to 4,110,043 kilos in 1973. the year before the revolution, and to 2,109,462 kilos last year.</p><p>“We're all struggling for survival,” said Antonio Jacinto Ferrepra Jr., director of Conserveira do Sul the only canning factory in town that has attempted to modernize. He and his two brothers gave up school to work in the family enterprise.</p><p>Their father, Ant6nio Jacinto Ferreira, bought the plant in 1954 and was the first to put in refrigeration equipment, with no encouragement from the authorities. In 1954, 600 women worked there and production was 100,000 crates, each with a hundred cans of sardines or anchovies or mackerel. Today the factory employs 150 women and a production is about 30,000 crates.</p><p>The factory exported 78,000 crates in 1965, its best year; by 1974 exports were down to 31,000 crates.</p><p>“If we lose two ‐million escudos this year, it will be a good year,” the younger Mr. Ferreira said in an interview. Two million escudos is about $70,000. He pointed out that the company had made a profit of 2.3 million escudos in 1973.</p><p>A Sharp Rise in Costs</p><p>The main cause of the crisis is the increase in production costs, he said. The cost of a crate of sardines rose from 397 escudos in 1973 to more their 700 escudos last year; the price of olive oil rose by 200 percent; and salaries more than doubled, from 10.5 escudos, or 37.5 cents, an hour to 22.1 escudos or 79 cents.</p><p>At the same time, productivity has gone down sharply because of the workers’ new mood of “independence,” Mr. Ferreira said. Before the revolution, he said, a worker filled 20 cans an liour; now the rate is 15 cans. But since the revolution, the tourist industry in Portugal has also been in crisis and the economic slowdowns in Western Europe has halted emigration.</p><p>Boat owners also complain about the rising costs. Fuel oil has doubled in price over the last two years and wages for crews have risen from 4,000 escudos, or $112 a month two years ago to about 6,000 escudos plus a percentage of the catch.</p><p>Another problem for the fishermen is the competition provided by refugee fishermen from Portugal's former African colonies, who have come here looking for work.</p><p>“All of us would like to stay and work on the land but most of us can't read or write and so all we can do is fish,” Manuel Bernardo Pires, a 40‐year‐of fisherman, said, adding quickly: “My daughter is in fifth year of secondary school and my son is a mechanic.”https://www.nytimes.com/1976/04/03/archives/portuguese-fish-canneries-are-in-trouble.html</p><p>António Jacinto Ferreira first came to Olhão in 1918 as a young teenager, initially supplying fresh and salted fish to Alentejo before specialising in the production of pates and fish preserves. It would have been a tough business to break into since at its peak in 1925 there were around 400 canneries in Portugal.
