As war thunders on in Ukraine, the most deprived people in the Middle East, central Asia and much of Africa will get caught in the crossfire as the price of food escalates and its availability dwindles. In 2021, almost 700mn people, or 9 per cent of the world’s population — nearly two-thirds of them in sub-Saharan Africa — lived on below $1.90 a day, the World Bank’s definition of extreme poverty. Any substantial rise in food prices could send millions more tumbling back into this category. A report by Standard &amp; Poor’s predicts the food crisis will last through 2024 and possibly beyond. It warns that it could affect social stability, economic growth and sovereign ratings. The International Rescue Committee has alerted the world to an impending “hunger fallout” in which 47mn more people — mostly in the Horn of Africa, the Sahel, Afghanistan and Yemen — could be pushed into acute hunger. Before Russia’s invasion of Ukraine, the two countries were, either separately or as a pair, among the top three exporters of wheat, maize, rapeseed, sunflower seeds and sunflower oil. Together they accounted for 12 per cent of all traded food calories. Russia is the largest producer of fertiliser. Rising energy costs are affecting everything. In Ghana, inflation is nudging 25 per cent, eating away at purchasing power. In Nigeria, the central bank surprised markets by raising rates a hefty 150 basis points. This week, Kenya increased interest rates for the first time in almost seven years, citing supply chain disruption and rising commodity prices. It doesn’t take a particularly paranoid leader to sense trouble ahead. Many recall the origins of the Arab spring, which started, at least symbolically, in 2010 with the self-immolation of a Tunisian vegetable vendor. Rising food prices in 2007 and 2008 sparked riots worldwide. The Sudanese protests that swept longtime dictator Omar al-Bashir from power in 2019 were triggered by unaffordable daily bread. Leaders sense the urgency. This week, Macky Sall, president of Senegal and chair of the African Union, announced he was travelling to Moscow. There, presumably, he will petition Vladimir Putin on the consequences of Russia’s blockade of the Black Sea port of Odesa, which is preventing 20mn tonnes of wheat from leaving Ukraine. Good luck with that. Putin’s invasion, not the resulting sanctions, is the main cause of this misery. Still, the west should take seriously Sall’s complaint that sanctions on Russian banks have made it difficult, if not impossible, to buy grain and fertiliser from Russia. One EU official admitted there was a “glitch” in the sanctions regime. It must be fixed. In the longer run, many countries — particularly in Africa, where urban populations are rising quickest — need to think harder about food security. The 2003 Maputo Declaration committed African heads of state to devote at least 10 per cent of budgetary allocations to agriculture. Few have come close. Instead of lending serious effort to raising domestic yields, too many governments have sought to placate restless urban populations with food imports. Africa is the fastest-growing consumer of wheat even though, outside a few countries including Kenya and South Africa, little is grown on the continent. Crops that are produced locally need more attention. The widespread use of teff, an ancient Ethiopian grain, in the Horn of Africa is a good example. Other crops that could be eaten more widely include cassava, grown in west and central Africa, which can be made into bread. Governments also need to combat soil erosion and reconsider genetically modified crops. As well as food, too many countries are dependent on fertiliser imports. In Africa, Morocco is one of the few big producers. Countries with big gas reserves, including Mozambique, Tanzania, Ivory Coast, Senegal and Mauritania, should be developing a domestic fertiliser industry as a priority. In Nigeria, businessman Aliko Dangote has shown this is possible. This year, he inaugurated a fertiliser plant just outside Lagos with the capacity to produce 3mn tonnes of urea annually, making it among the biggest in the world. He told CNN that his fertiliser is being shipped to the US, Brazil, Mexico and India, earning valuable foreign exchange. But Dangote’s fertiliser should also be the basis for a domestic push for higher crop yields. Governments are right to worry about their hungry urban populations. Wheat, rapeseed and vegetables will follow as farmers gather the last winter-planted crops. Ukraine’s harvest has begun despite a deepening crisis in one of the world’s great breadbaskets. Russia’s invasion and blockade of the Black Sea have ravaged the country’s agricultural sector, as war damage to infrastructure, soaring fuel and fertiliser costs and a loss of exports routes leave farmers starved of revenues and with stark choices to make. “If they can’t sell their crops, they will just run out of money,” said Kornelis Huizinga, a Dutch farmer who moved to Ukraine more than 20 years ago and farms 15,000 hectares of land in Kyshchentsi in the central Cherkasy region. “They won’t have money to buy fuel or pay salaries.” Ukraine exported 54mn tonnes of grain from a record harvest of 106mn during the 2021-22 marketing year that began last July, according to the Ukrainian Grain Association. But the 2022-23 harvest could come in almost 40 per cent lower. The UGA warns exports could plunge to just 18mn tonnes without a swift reopening of the Black Sea route, hurting a range of countries from north Africa to south Asia that depend on Ukraine’s products. Bohdan Chomiak, a former farmer who is on the board of GN Terminal, a grain facility in Odesa port, said Ukraine’s agricultural sector “has gone into zero mode”. Credit lines will dry up and many farms will go bust unless the blockade is ended soon. “This will be a bad year.” Kornelis Huizinga, a Dutch farmer who moved to Ukraine more than 20 years ago © Derek Brower/FT The financial loss from the blockade is already running at $170mn a day, the UGA calculates, pushing many grain shippers and traders to the brink of bankruptcy. “We use working capital and people would like their capital back and we can’t do anything,” said Chomiak. “We’re pretty close to collapsing.” Many farmers are in even deeper financial distress as low domestic demand and prices are compounded by rising fuel and fertiliser costs. “The only thing that saved and now supports small commodity producers is credit lines,” said Mykhailo Lazarenko, who runs a farm with 6,000 hectares of grain crops and livestock close to the city of Podilsk, 200km north of Odesa. Russian troops have captured as much as a quarter of Ukraine’s 33mn hectares of arable land since the invasion began in February. Farmers have been killed in fields laced with unexploded munitions. The physical losses to the sector — stolen tractors, looted grain, damaged facilities and croplands ravaged by artillery or fire — already amount to more than $4bn, according to the Kyiv School of Economics’ Center for Food and Land Use Research. Yet some farmers continue to reap. Vast grain fields and one of the world’s most abundant sunflower crops are ripening from the southern Mykolayiv region — site of fierce fighting in recent weeks — to the relative peace of the Zhytomyr region west of Kyiv. But the blockade of Black Sea ports means farmers could soon run out of places to store their grain and oilseeds. Corn prices have halved in three months, said Lazarenko, while wheat that fetched $300 a tonne before the war was selling from the field for less than $100, said Huizinga. Farmers can use alternative export routes, including trucking grain through congested land crossings into Poland. Danube river terminals near the Romanian border have also provided an outlet. But transporting grain south to river ports such as Izmail can cost at least $85 a tonne, more than four times the price of transporting it to Odesa before the war, Huizinga said. The channels into other Danube terminals are shallow, restricting the size of vessels that can reach them. Queues to load the barges are long. “There have been cases when farmers and cars . . . waited 24 days at ports,” said Lazarenko. Trucking goods by land or rail and shipment via the Danube might allow for exports of just 1mn-2mn tonnes a month — far below the 6mn tonnes of monthly exports from the seaports before the war, the UGA said, adding that the increased need to stockpile grains could fill Ukraine’s estimated 60mn tonnes of ventilated storage capacity by autumn. With some farmers forced to leave grain outside under makeshift covers or in unsuitable workshops, Chomiak said about 15 per cent of crops harvested this year could be spoiled. Russia’s repeated targeting of Ukraine’s main oil refinery in Kremenchuk has contributed to a doubling of the price of diesel, farmers’ most important fuel, to 58 hryvnia, or about $2 per litre. Fertiliser costs have risen almost 40 per cent, estimated analysts, after the loss of potassium and phosphorus imports from Belarus and Russia and artillery damage to domestic nitrogen production facilities. But even if the blockade is lifted soon, officials in Kyiv and marine insurers will need to be confident that ships will be ensured safe passage. And clearing the mounting backlog of stored grain will last long into 2023, analysts said. In Kyshchentsi, Huizinga said Ukraine’s harvest next year could be significantly diminished as farmers assess whether they can afford to plant crops. “The guys who have cash reserves can last till next harvest,” the farmer said. “[But] some farmers say they won’t even be planting this autumn.</p>

flag, a practice known as a “flag of convenience” where an owner registers a vessel in a country other than their own, the ship is owned by Razoni Shipping Ltd, according to industry databases. However, its contact details are unavailable and the FT has been unable to reach the company or the vessel’s crew. The ship’s agent in Turkey said the captain and most of the crew were Syrian. Mainly operating in the Black Sea and Mediterranean region, the vessel last year made three voyages where its transponders were turned off. After a time they were turned back near Cyprus, according to data from marine platform Sea/. Photos from Planet Labs, a satellite photography platform, appear to show the Razoni calling at Syrian ports during the times it went dark. Trading grain and food with Syria does not contravene western sanctions imposed on the Damascus regime over the country’s long-running civil war. But some vessels avoid openly sailing to the country because of the stipulations of financial institutions, according to grain traders. Questions have also been raised about the Razoni’s insurance. It has no entry in the ship search provided by the International Group of P&amp;I Clubs, a group of 13 mutually owner insurers that provide liability cover for around 90 per cent of the world’s ocean-going tonnage. The list shows which ship is covered by which insurer and is regularly updated, according to a person familiar with the matter. Many ports will not allow vessels to enter if they have no liability cover.</p></blockquote><p>The destination <a href="https://www.ft.com/content/85a80cfc-79c4-4ec9-9a79-23014f1f30ca">as of today</a> Here lies a paradox in trade policy: the countries that matter most in trade are the ones to which trade matters least. The US is the only economy in the world that could conceive of being largely self-sufficient, though even it would find this costly. Smaller countries are dependent on trade and the smaller they are the more dependent they tend to be: Denmark or Switzerland could not have attained their current prosperity without it. But big countries (or, in the case of the EU, large trading blocs) shape the world trading system, because they have the biggest markets. Thus, the trading system depends on the most indifferent.
